EU decided that for the fastest possible transportation of goods the most important routes, the "Korridors" are to be rebuilt from EU money. Thus the line Budapest-Szolnok-Lökösháza, which is the most important route from the western countries to Romania and Bulgaria has to be upgraded to higher speeds. The reconstruction of a section near Nagykáta caused restrictions such as temporary closure of one of the tracks, so MÁV decided to send InterCity trains on the other line from Szolnok to Budapest, via Cegléd.
This route, however, arrives to the Nyugati pu., while at that time all IC trains termined at the Keleti to provide interchange and because they thought the Keleti is the station that best can be a "main station of Budapest". Though this can be doubted, still the trains had somehow be conjured to the Keleti, and the only possible solution was to send the trains all around Budapest on a sightseeing tour.
