As long as our observations about the Balkans go, graffiti is only a general thing in Croatia and Slovenia. In culturally more advanced countries such as Albania, Bosnia, Serbia, Montenegro, even Romania, they only appear on cars that spent many months on a siding before reactivation. Here, it is compulsory, like if it was part of the company colours (it isn't). Just like in Greece.
